Can utilities be included in the rent?

The standard process for long-term tenancy in Italy is that utilities are always on tenant’s name and separated from the rent amount. While in some cases it may be possible to request to the landlord to keep the utilities in their name, the logic behind is that tenants are responsible for their own personal consumption.
